    <head>Biographical Note</head>
       <p>Paul Smith was educated in business administration. In February 1973, he was hired by the U.S. Department of Health and Human Services, Regional  Office of Family Planning Services in Dallas, Texas.  Prior to that he was Deputy Director of the Louisiana Statewide Family Planning Program at the Family Health Foundation in New Orleans, Louisiana.  He died circa 1999.</p>

      <head>Scope and Contents of the Collection</head>
       <p>Material consists primarily of manuals, guidelines, and reports pertaining to providing and managing family planning services, particularly in Texas, and obtaining funding through grant agencies.  Professional correspondence and memorandums are mostly Paul Smith's but also copies of letters and memos written by others.  There are also six videotapes about family planning.</p>
